Bug - Empty Toolpath Causes Unusable Stock Model

When an operation does not generate any toolpath, the stock model is not able to be used any more for rest machining. I know that I could delete the empty toolpath, but I am trying to automate processes using templates, and this causes a lot of extra work. Once a single toolpath is empty, all operations that are after it that use rest machining are incorrect. They instead use the original state of the stock model, instead of the stock that was calculated up until the empty toolpath. This feels like a bug to me, or is there a reason for this behavior?
