Why aren't the attributes not working in both Drawings and Parts like the iProprieties inventor? 

and also why can't you edit the dimension of the title box when creating your own custom title block ?

The only attributes you can map in a Fusion 360 drawing that pick up values automatically from attributes in the model are shown below.  You place these when creating your title block. 

 

As for the inability to enter dimensions when creating a custom title block, I feel you pain.  I created a workaround to make this job a snap. Take a look at my blog article and video on this subject.

i work with Solidworks and Autodesk Inventor so i Know what i am talking about...

I am afraid the Fusion 360 Attribute entry table has been replaced by "direct" entry method into the title block attributes in the newest version of Fusion 360.  The video you referred to is a little dated, Sept. 2017, and Fusion 360 has changed.  I personally prefer the table entry as shown in the video but I do not control Autodesk policy or application changes.  Also, the list I posted earlier, are the only Model to Drawing attributes available at this time.  In the screen capture below, I show the method you now use to edit title block attributes.  You get to these by double left clicking on the title block, the click on the desire light blue attribute to change it.  I too hope someday Fusion 360 will adopt the Inventor iProperty method of mapping and entry of attribute data.

has anyone had an issue where when creating drawings, the title block on the second sheet copies the first sheet and the attributes do not update to the components preferences automatically and I have to type everything in manually.  

To clarify, The title block when using a single sheet in drawings will automatically update the material, the part number and the description based on what I saved in the part preferences and material type but when creating a set of drawings it just mimics the first sheet created and then I manually change the title block on the following sheets as needed. Why does this not update automatically?
