Assembly problems

So I have a cylinder that fits into another cylinder.  They both have a hole on the on the O.D.  I need them to line up and the faces to line up.  I cant seem to figure out how to like the face and holes up in assembly. You can see in the picture the holes are lined up but the inner tube isnt in proper position.

File > Export > Save to local folder, return to thread and attach the .f3d file in your reply

Here is how I would approach it from a general point of view.  Hopefully it will work for you.  I use a cylindrical joint between the two cylinders, and a slider between the holes
