Arrange feature not available

I am a relatively new user using the Personal (free) version.

The "Arrange" feature looked potentially useful, but I'm having difficulty.

Help videos directed me to enable the feature from the Preview features in Preferences, but it is not there.

I enabled the Manufacturing Working Model and can create and edit the model, but the Arrange command is not on the Modify menu.

I can't find any mention of Arrange in the latest release notes, or in the notes regarding the recent changes to the Personal Use version.

Any guidance would be appreciated.

OK, I restarted a couple times, and now "Arrange" is available in the Preview Features.

Not sure what changed in the interim.

I enabled it and Arrange is now on the Modify menu, but is grayed out.

Alas, its not available to freeloaders like me.
