Solution from Autodesk: Move the file to a temp project and then archive the project. That doesn't help becuase I can't move the file outside of it's project....:

that dialog will come up even if a previous version of a design references the design you are trying to delete.  This is because you can open an old design, and Save As New Version, and then the reference will be active again.

Yup, I’m well aware this happens every 2 months or so. I inserted version 1 into another file and IMMEDIATELY unlinked it then saved the file this was inserted into. Version 2 was only created because sometimes resaving the file allows me to delete it.

Soooo what do you recommend I do to get rid of this file?

Create a Trash folder in your project and right click on the unwanted file and select Move to the Trash folder.  Then every month or so use the process outlined in this Blog Article and Video to empty the Trash folder.

Yes but I can't move the file (or any file) outside of it's current project folder. I can only move it somewhere within the project it's in:

That is really odd.  If I right click on a file, in the Data Panel, I can move it to any Project, folder or create a new Project or folder within my Fusion 360 Team.  I can switch Teams and do the same thing within any of them.  In the Teams graphic, Single-User Storage, is now obsolete and is not usable.  It is left over from when I began using Fusion 360 many moons ago.

Anybody have any idea on how to delete this or move it so I can archive it?
