Zoom Problem: Can't zoom while performing any operations

As the title says: whenever I'm doing anything that isn't just viewing a model in the 3D space, I seem to randomly become unable to zoom normally by just scrolling with the mouse wheel. I can resolve it by pressing and holding down the mouse wheel and then scrolling, but that quickly becomes uncomfortable and I'd like to just be able to scroll and have that zoom at all times. Thanks for any help.

I do not know which Pan, Zoom, Orbit shortcuts you have your Preferences set for but try one of the other options and see it it helps eliminate your issue.
