Right click on the View Cube.
I'm not talking about the axis cube in the top right I a referring to the secondary axis cube that pops up after you select a drawing tool like a line or circle when you try to draw on a sketch

That UI shows the local sketch transform (with Z oriented away from the sketch plane). It has no relation to the global or component origin coordinate system. "Z up" has no meaning here.
ok so I still refer to my original question how do i default it to z-up
and if it has no meaning why show it?
is it only to show the orientation of the new object plane?
if it does give orientation to a new object (let's say a line) you would think that it would affect it (if let's say z was down for example)
I don't really know...I'm struggling to learn this software and it is kicking my butt...and I beginning to get very frustrated

For a beginner - there is no reason to use 3D sketching - I recommend that you turn it off and concentrate on 2D sketching till you get more experience.

"Z up" has no meaning here. That widget is always oriented so that the Z axis points away from the sketch plane, in the direction of the sketch normal. What would the effect of "Z up" even be in this context? "and if it has no meaning why show it?". It has plenty of meaning. It allows you to select different planes to sketch on. The planes are selectable. Clicking on them temporarily changes the active plane to be that plane, so you can easily draw lines on a plane different from the sketch plane.
