I created a design in the YZ plane in error. How do I switch it from the YZ plane to the XY plane?

You cannot change the (starting) plane of an active design. You can change it in preferences to be that way for any NEW design.

How complicated is the new design? you could rotate, redefine - or export dxf/reimport if its not super complicated.

I would like to have this file defined in the xy plane

It is currently in the xz plane.

You supplied a DXF file.  When inserting a DXF file into Fusion, you are asked which plane to place it on.  Did you mean to attach a Fusion model?

You file is attached.  Right click on the sketch for the body and select Redefine Sketch Plane and select the XY plane in this case.  You need to remove the Move in your timeline.  Model attached.

I could not insert the DXF for some reason using the "Insert DXF" function

I am confused, why are you back to asking about the DXF file?  I showed you how to move your model to the XY plane.  The video will show the DXF insert command in action.
