Working Offline: No Connection

I have run into an issue where Fusion reports it is offline an cannot connect to the internet.
I have tried:
- Checking Windows Network Proxy Settings are at "Automatic"
-Unistall, clean and reinstall Fusion.
- This suggested action 1. Close Fusion
2. Go to C:\users\your user name\AppData\Local\Autodesk\Web Services
3. Delete Loginstate.xml
All to no avail. The Data Panel loads and shows folders and some files, however any attempt to open the resuts in an error stating they cannot be downloaded.
