Won't let me open Fusion or Uninstall to Redownload

I try to open fusion and just nothing happens. I tried uninstalling it but it keeps saying I can't uninstall it while fusion is running even though no applications are open. I'm just lost at this point. The error told me to email the file log to this forum but I just couldn't figure out what to do. Any help is appreciated, thanks.

If you open your Task Manager and look under Processes, you can find the running application and then right click on it and choose End Task.  You also could just restart Windows.  You also should be using the fusion 360 Clean Uninstall tool which you can find at this website.
