On windows7 x64, see how the tool window always goes out of sight.

I am running Fusion 360 on Windows 10 x64 and do not see the same issue.  I would like for you to try something, the next time you open the tool library dialog panel and move it down as you did in your screencast, drag the entire dialog box down a half inch further and also size it a bit smaller using the top edge of the box.

That fixes it temporarily, but I have already tried similar before, and something ends up resetting it back to this position.

I can confirm it comes back.  So far I haven't pinned down what action does the reset.

 

Perhaps the dev team can review their window remember/placement code for bugs?

To recreate, open and close the tool window, it opens a bar width higher every time it opens.

This bug also affects other windows.

 

Right click, edit notes on a CAM operation raises the window one top bar width each time it is opened.

This bug drives me nuts. Happens every time for me. Both my office pc, home pc, and work laptop.

I'm running Fusion 360 on an Notebook with Windows 7 Ultimate. Sometimes on the notebook monitor, sometimes on a tripple monitor setup. Never experienced this bug and just tested it again with no problems. Can't confirm this bug.

It also exists in the sub windows that open from the tool library windows.

 

It doesn't happen with all projects, but once it starts it won't quit.

Its in the code that remembers window position.  The window position remembering code is obviously offsetting it the amount of the win7 frame top.
