What is the difference between these dimensions

I have three dimensions on an object, these are for different diameters of an object.

The bottom diameter is editable, the top two are not, can I change the top two so I can edit them as I need to change these?

those are "driven" dimensions (indicated by the parens).  The value shows the measurement of the object at the current size.  The one you can edit is a "driving" dimension.  You can right click on the driven dimension and choose "toggle driving", but, my guess is that this will fail because the system would be over-constrained (which is likely why the driven dimension was created in the first place).  But, it is worth trying at least.
