User parameters don't apply if value same as default!

I don't know if this is a bug or normal.

I noticed that when I try to apply a user value on a fillet where there is a 90 degre constraint and if the user value is the same as the default value which is in the value box, I get the warning that a constraint has been removed but the user value is not applied. Whereas if I do the same things with a different value, everything is fine. I have the warning and the user value is applied.

EX:  Rentangle from centre (20mm by 50mm), centre at the origin, every line defined with a constrain of 90degre in one corner. Then do fillet on corner with user parameter called Radius of 5mm. Just before I type "R" to get my user parameter I see that the default value there is 5mm. If the user value is different, everything is normal !

?? I can reproduce it on different OS (PC and MAC) in different situations

Maybe my explanation was not clear. I'm french so sometimes I have a hard
time to explain.
Did you try to do what's on the video ?

Here's another situation where I can reproduce the bug. Like I said, if the default value append to be the same as the user value, the user paramater don't apply, you simply get a value. And I realised that it append even if there's no constraint.
