Unable to add/change dimension in sketch

I'm working on a simple rectilinear sketch and whenever I try to add dimension to adjust the vertical separation of horizontal line I get an error: Failed to solve, delete or modify one of the following dimensions/constraints...

The dimension listed has no direct connection to the dimension I'm trying to change and is not tied to a constraint that should affect it. Furthermore, even when I delete the dimension listed and try to change the desired dimension I get the same error again listing a different dimension to change or modify. Infuriating. 

 

Attached is my model. Sketch4 is giving me the errors.

If this were my work:

Step 1. Enable Capture Design History.

Step 2. Start over.

Step 3. Keep sketches simple and fully define each and every sketch (I never uses Fix).

Step 3b.  Pattern Components. Bodies or Features/Faces rather than sketch elements.

Step 3c. My sketches would likely have zero repeated dimensions and no illogical dimensions.

The drama is already recognizable in sketch 3.
Such a sketch cannot be repaired but only recreated.

The real error was importing a crappy CAD drawing in a misguided attempt to save some time...
