Trying to Cut Holes In Solid - Is This A Software Glitch?

I have created a grid of bodies that I want to use to cut a hole in a larger object.   I'm using a Combine modify tool, and I've got all my holes selected as you can see below, but as soon as I hit OK nothing happens. 

I'm stumped, I've tried this a dozen different ways and I'm either having a total brain fart of the software is glitching.

Would love to know if it's me or Fusion, thanks!

Hide the kept Tools - in the component visibility.

This is a cool solution. The only issue is the grid pattern of holes isn't as tight as I need. (It doesn't alternate half a diameter along the x-axis as I have done.) But I like the tidiness of this approach nonetheless.

I've never used the Patch tool before. What does it do/mean exactly?

The extrusion with the option "Cut" is limited by the object Surface Body ("To Object") .
In the following pattern, only those features are duplicated that are completely within the area of this surface.
