When I load an stl file in fusion 360 it is not the correct size.  I loaded an stl file of a guitar pick and in fusion 360 it wsa 12 inches.  The same file loaded in cura was the correct size.  What am I doing wrong?

Units.  STL is a unitless format.  You have to know what units were used in creating this STL.  If you use Insert Mesh, you can specify the units at the time you insert the mesh, and this will let you match the units of the file you are dealing with (assuming you have that information).  Alternately, you can scale the results.  If the model comes in as about 2.54 times too big, you are probably mixing inches and CM, so you would scale it down by 2.54.  Etc...
