Startup License not renewed despite meeting eligibility

Who do I need to talk to about this?  My first year of startup is expiring tomorrow I believe.  I've tried applying twice to get it extended and I get an email back stating that I am not eligible.  The email contains a link to appeal the decision, which just takes me to a dead end page that says "This form is not accepting responses."

 

Is Autodesk trying to phase out the startup license?  My business meets every single requirement of the startup license.  The business doesn't make enough money right now to be able to justify a subscription to the software, but I'm in the critical moment of setting up my first CNC machine.  If I have to do it with another software, then I will have to let go of Fusion for good.
