Slow launch on virtual machine with windows 11

I have two virtual machines that are set up the same. One launches Fusion just fine, while the other takes about 7-10 minutes to launch. There are plenty of resources for addressing the issue with desktops but none for addressing the slow launch issue on a virtual machine, that I can find.

Just being a VM wouldn't be any reason to slow it down - you don't even need hardware graphics to run Fusion. Normally when Fusion takes ages to launch, it is a bad browser cache of some sort.
