Draw two offset lines, draw a circle tangent to both lines --> works OK:
Try exactly the same, but with projected geometry instead of sketched geometry. --> it fails to compute:

Sketcher tangent constraint bug
I discovered it depends on where you click on the circle:
Click here, it works:
Before:
After:
Click somewhere else, it fails:
EDIT: It's fiddly: if you find a position that works, and then undo and repeat, it often also fails even though you click at a very close position as the one that just worked.

I am 100% convinced the bug is really related to the Offset line. The implementation of the sketch offset has been very shaky from the beginning.
That is the reason I avoid the offset command almost completely!
I tried again without using sketch offset, see image below.
I get no errors when applying a tangent constraint between the circle and the lowest line.
I get a 'Failed to solve' error when applying the tangent constraint between the circle and the lower projected line.
Strangely it does work with the upper projected line:
