Sketch is black showing fully constrained but won't lock

I'm a little confused. I have a sketch that shows as fully constrained (all lines are black), but won't lock. I have extruded and the software lets me fillet the complete top edge but only partially the bottom.

 

Any advise please

Can you File>Export your *.f3d file to your local drive and then Attach it here to a Reply?

File is attached, Thank you.
It is the bottom edge of the Body that won't allow the fillet, although it allowed the entire top edge to fillet (it was extrude from the zero on the plane so don't quite understand why it would allow one edge but not the other? Some of the edges have fillet on the bottom but not the larger one)
On the "not locking" I have checked the geometry and all seems to be OK, but I'm still a rookie, so I'm sure this is something small and a learning curve.

Sketch1 has an extraneous construction lines and several dimensions that cannot be measured in the real world.

Hi, Thank you

 

One the first 3 points - No I did not intend a tangency, I drew a circle to intersect the end points of the 12mm straight lines and then trimmed the part of the circle that is not wanted

 

On the 4th point. No I did not intend a tangency. I drew a construction line to the circle diameter and then drew a 3 point arc from that point with the idea to fillet the intersection to create a smooth flow

You will have to remove the Tangencies that I assumed.

Hi Your solution made sense and helped me understand the tangency issue, i thought I'd try for myself but was not successful. I though I'd make a simpler version without the 12mm straight line and only arcs intersecting one another. Again the sketch is fully black but does not lock. Can you advise why please
