Since the free version went away a few months ago I have been on the "Personal" version. Can a friend still look at files as an "Project Member" and make edits to files?

Look at Yes, Save to your folder NO!  They of course can download any file you share and make edits on their personal Fusion 360 (I am assuming same license type) but they cannot Save them back to your Fusion 360 database.  They can save it to theirs, share it and you can download it and continue the process if you like.

Thank you so much for that info.  Do you know what license you might need to have files that can be edited by friends or future colleagues?  Like a shared folder?

This webpage should tell you everything you want to know about the capabilities of every license type.  Scroll down to the table for the comparison grid.
