Setting all bodies to the same height

How can I set a bunch of different bodies to all have their bottom surfaces at the same height?

Depends, if all the bodies are lined up, in some fashion, you an create a construction plane through all of them where you want them to be the same height and use the Split Body command.  There are a lot of ways, attach your model and tell the forum what you need.  If you do not know how to attach your Fusion 360 model follow these easy steps. Open the model in Fusion 360, select the File menu, then Export and save to your hard drive. Then use the Attachments section of a forum post to attach it.

The files are too big to upload, but it is the building data from
https://www1.nyc.gov/site/planning/data-maps/open-data/dwn-nyc-3d-model-download.page It includes all of the
height of the buildings relative to sea level, and no terrain or anything
just the buildings, I want to set them all to the same height, or just make
a base for them to sit on so I can 3d print it.

I see nothing on the page you refer to that can be used as a model in Fusion 360 so I guess I cannot help you.

Well they do work, just now I was able to import them as a 3dm file and
edit them and move them?

Since you have made them available to you in Fusion 360, save out two bodies into separate files and attach them.  Two is enough to show you how to cut a body off or add to it.  Follow the directions above for attaching after you have create a Fusion 360 file containing at least two bodies.  To do this, I would simply use the Save As command and then delete all bodies except two.
