Scaling sketch and components/bodies togather

Hello experts,

I find it difficult to scale down by a factor of 0.9 all my components/bodies and sketches.

The bodies scale very easliy but the sketches doesn't follow up, I do not have any dimensions so I can't change everything via the "change parameters" windows.

One of the problem is the construction plans that can't be selected with the scale tool (ex changing his new face to be on). 

I'll upload my model and would like to learn how it could be done.
