return / enter key vs OK button

In many tools, in many circumstances, the "OK" button in a tool will be disabled, but if you press the return/enter key, the tool successfully executes. This seems wrong, and caused me a lot of confusion when getting started.

Can you get do a screencast that shows this as I've never noticed this problem. As soon as there's a valid offset the OK button's enabled.
