Projected arc with radius driven by user parameter does not update position

1. Create a user parameter "Radius", set to 10mm
2. Create a sketch with a constrained arc and set the radius to use the parameter "Radius"
3. Create a new sketch, project the arc
4. Create a line which is tangent to the arc
5. Edit the "Radius" parameter and change it to 20mm
6. BUG: The line does not change position, and the tangent constraint turns red

Update: User Parameter is not actually required to repro this bug.

1. Create a sketch with a constrained arc and set the radius to 10mm
2. Create a new sketch, project the arc
3. Create a line which is tangent to the arc
4. Close Sketch 2 and re-open Sketch 1
5. Edit the radiusof the arc and change it to 20mm
6. Close Sketch 1 and re-open sketch 2
7. BUG: The line has not changed position, and the tangent constraint is red

Thanks for reporting that, @evilc - that is, indeed a bug.  It seems to be the tangent.  If I make that line horizontal instead, it seems to work.  I'll create a bug on this.
