How can I join a face to a specific spot on another face; as a rung on a ladder to its side rail. Attempting to use glyphs is not possible as they appear only at endpoints or the exact middle. I need make the tops flush. It is a portable lumber mill and this is the main deck with cross members. I want the center of the cross members to be 24.25" from the inside of the first rail (the larger rail).

You could create a sketch on the face with points and join to the points. Another option is joint origins, you can create them from a known point.
