Patch and other modify options are not available in edit in place environment

Is it possible to modify or patch surface in edit in place environment?

Not at this time. 

Here is the Help page that explains what is available:

At the top it lists what is available for Design > Create. This is the same list for Surface and Solid commands on the Create menu.

And to help you going forward, don't forget you can search the Help content any time from inside Fusion 360. Just click the ? Help button and enter a search term, like "Edit In Place". It might save you some time compared to asking on the forum. Good luck!
