parameters import doesn't work after last update

When I open up the file and go to MODIFY->Import/Export Parameters (CSV)

I am not able to import my .CSV files

Even when I export parameters from the file

and I try to import the same parameters that I just exported

I get this message:

Same thing is happening with every other .CSV file, even the old ones that used to work before.
