I'm not sure if you are using just a regular mouse or a 3D mouse, like a 3D Connexion, so I'll give you two answers...

If you are just using a regular mouse, and you have selected the "orbit" icon at the bottom of the screen, you can hit the ESC key to get out of the orbit command.  I personally like to use Shift-Middle_Mouse-Button (on a pc) to orbit.  Or, you can drag on the 3d cube in the upper-right corner of Fusion 360.

If you are using a 3D Connexion mouse and your screen is rotating even when not touching the device, you will need to "re-calibrate" it in the 3DConnexion app.

Hope this helps.
