Offsetting face to a point doesn't offset that face to the selected point

As shown in the below video, when trying to push this face:

To this point:

The face gets pushed in the opposite direction, much further than it should, and random amounts.

 

In the video I tried pushing that face 3 times and I got 3 different distances. Same face, same point, 3 different distances:

Am I doing something wrong?
