Offset thread issue

I was trying to model a hole with a counterbore for a cap head bolt, I can set an offset so part of the hole is threaded but it seems this offset is applied from the end of the shank to the end of the thread which starts under the head...I can't see when this would be desirable. Surely a partially threaded bolt would match a hole with a counterbore, clearance hole then remainder of hole threaded - in that order...am I missing something ?

Thanks - I usually countersink my threaded holes but I am using a counterbore in this instance to accept a socket cap head like in this photo - the thing that is confusing me is when modelling the counterbore hole for an ISO bolt Fusion knows the standard dimensions of the head, all good, the clearance for the shank is also fine - it's just when partial threading is selected it seems to make sense this would generate a non-threaded section the length of the offset. All I want is an easy way to make a clearance hole with some thread at the far end that would match a regular bolt.Socket-Head-Cap-Screws-DIN-912-ISO-4762-in-Duplex.jpg

I tried using a negative offset and it almost works - but shows only 2 turns of thread some way along the shank, grays out the OK button with the offset field turned red - so it doesn't like it ! I also tried to take a screenshot but when I press shift the preview disappears. Here's the working option I can generate, shown in a sectioned view - hope it's obvious why this is not as useful as having the partial thread on the other end of the shank...

This is what I'm trying to generate but if I thread the lower part of the hole I can use offset as I hoped as it allows the start and extent of thread to be specified. If I use clearance hole it then makes the diameter too big and the dimension is given but fixed (be great if this was something the user could set). I think I can model using simple hole then add an additional pocket to take the bolt head. The only issue is adding a thread to an existing hole seems to recreate it at pilot bore dimensions so it then becomes too tight to clear the shank. I can make this just by using appropriate tools as CAM will just locate the centres and depths but be good to have an accurate model...

I also have the same problem.

 

Looks like a bug. 

The threads should start at the end of the bolt and go towards the head, with the clearance before the head.
