Number balloons not correlating in drawings

The last update brought a welcome new change in the control over line thickness which produce much neater pdf versions.

However, a new problem cropped up. When I make changes to old drawings some of the balloon numbers change to 1 and in fixing the numbering their correlating numbers in other parts of the drawing then change to 1 instead.
I can't fix it by simply using the renumber function.

Any help will be much appreciated but this seems to be a bug that might have slipped in as old drawings which were working fine will do the same when I make any changes and want to save again.

 

In the attached pdf one can see the individual parts which should correlate to the parts on the assembly.


I show parts as an assembly and individually in the drawing and use number balloons to point to different components.
Recently the numbers changed by itself if I referenced the drawing back to the main design.(in all instances it indicated changes made to the main design and ask to be referenced.)
All additionally added number balloons then revert to 1 while the original set stays the same.
Using the renumber function then change the original set to 1's in return.
This problem surfaced since the last update.

Any update on this issue? We have been dealing with this on all of our drawings for two weeks at least.

Our problem includes Item #'s as well as Qty #'s.
