Newbie - tool path issues

I'm relatively new to the home cnc router world. I'm having some issues when trying to create tool paths. I created a circle and extruded. On the top of that circle i created a 4 mm grove. When I set up the geometry I select the bottom line of the groove. When I click OK all I get is a hole be drilled in the middle of the circle about 7mm deep. Which also is a problem I had with another drawing, much more complex. I had an image of a palm tree that was extruded to -1.6mm. When I ran that code it was making it 6mm deep.

I do have a 1/4" sacrifice board below my work piece. I don't think that should affect the depth as I have  the top set to Stock top and the bottom set to model bottom. I've tried variations of both with the same results. Help please!
