Moving section view to face moves it to random location

Your Section Analysis is being placed in a seemingly random location because you are selecting the chamfer face, which is not square to the Section, to position the location.  Go back and look at your recording and you will see the issue.

If that is the case then this is inconsistent behavior. Normally selecting that chamfer face would move the section to either one of the below dotted lines. I say "either" because the behavior is inconsistent.

No, selecting the chamfer face will not select either one of your dashed lines as a location.  If you want one of them, then select the vertex at the end of either side of the chamfer.
