That's a lot of detail you've given us! Was there supposed to be a recording showing what's going wrong? 🤔

If fusion is the same for all of us, all you have to do to witness the issue is try selecting some faces to measure and you will find that it will often select faces that are behind the face you wish to select. If the bug still remains. The issue when witnessed is immediately obvious.
Unless somehow a setting has changed that i am not aware of. I tried selecting the different icons at the top of the dialog box but they did not solve the issue.
When i write this post, i am losing money, i am not working.
When you write here, presumably, you are being paid to do so.

@seth.madore Do you have select through enabled in your video? That said I'm not seeing the problem either and I have select through enabled.
Here I already have the top face selected so then the faces underneath can be selected. If the top face is not selected the faces, edges, etc. underneath are not selectable without click and hold.

Yep, Select Through is enabled

I don't see the issue in your video. In your video it always selects the obvious face you want it to select, the face you chose.
I have been using the program for a few years now and the problem was immediately obvious to me recently, not being able to select the face i chose, so there was/is definitely an issue of some sort.
