Marking menu options do not highlight or work

I'm on Fusion 2.0.21487 , on Windows 10 
You can see in the attached video - no matter what I do none of the options work.  Additionally, having this menu up actually makes the associated hotkeys cease to function.  I could understand if non-contextual items might not work but I can't even use Escape to get out of the menu.  

Fixes attempted: 

• Updated graphics drivers
• Played with DPI settings (note, there are none in the preview section for Fusion preferences
• Restarting Fusion and opening a new project.  
• Shutting down potentially conflicting programs
  • Displayfusion  
  • SignalRGB
  • Streamdeck (no idea why) 
  • Rainmeter 
  • Please give suggestions

If this is a current/known issue, I can't find anything about it on search.  But this seems like a HUGE bug in terms of workflow and productivity.  And I am still learning Fusion so if this is operator error, I would love to find out how.
