MACOS 10.13.6 (unable to get local issuer certificate)

I have followed all the network suggestions going thru the systems preferences and edited all the proxy settings to allow use of auto desk and all the other links provided. I have used chrome and safari, both won't work. I've cleared the cache, cookies, and history. I have also updated my MAC. Still can't figure it out.

Very recently i was on a call with a customer that had similar issues and here is what we found:

1. he was on his company network and kept hitting this error

2. finally connected to a hotspot and the download when just fine.

3. the moment we switched back to his company network, the install would not continue. 

Not saying that what you are facing could be because of network,  but are you on a company network? If you are at home can you try to restart your modem and router etc? 

Aslo when you get this error, it gives you a link to get the logs. Ca. You attach that as well , please.

I have now tried from my hotspot and reseting my modem. Here is the file given.
