Local tool library not accessible after update

I have (or should say, had) a local tool library defined that contained all my lathe tools.  I went to use them today after most recent update and the library name appears there but is red.  

The file still exists in the location:

/Users/tom/Library/Application Support/Autodesk/CAM360/libraries/Local/EMCO365 Tools.json but I can't seem to do anything with it.  

I tried Import Libraries and pointed it at the file but it just fails and says "Failed to import a library".  Not a helpful error message...

Any ideas how I can recover my library with the latest update and why it might have disappeared?

So, I went to Preferences -> Preview Features and turned off Tool Library and my local libraries became useable again.  Is this a known issue with the latest update?
