Layout grid turns off whenever I start a sketch.
A Layout Grid and and Sketch Grid are two different things. The layout grid is displayed in the model and a sketch grid is displayed in the sketch. From your screen capture, you have the sketch grid showing in your sketch. The only thing is you may not have them configured to display the same or however you need them.
