Latest Update Won't Install - Can't Open DXF File without it

At first, the update was stuck at 0%.

I restarted my laptop and I've restarted Fusion 360 several times. 

Now the notification is only that the update has failed to load and to post on here.

I tried to manually download the update and install it but it obviously hasn't worked.

I can't open my file with a DXF in it without the update. Please help.

1. Currently you do not have any install of Fusion on your machine? 
2. If you do have Fusion and it will not update can you go into Help - Support and diagnostic - get diagnostic log files and post the zip file here?
3. If you do not have Fusion installed when you get the failure, does it give you a location to collect logs and post?
