Joint state using parametric conditional

I'm trying to flip between states of a revolute joint using a conditional in the parameters table.  For some reason the joint doesn't respond when the parameter for the angle is changed using an "IF" statement.  Any thoughts?

As @davebYYPCU has pointed out, you need to add the Parameter to the controlling Joint.  It would also help your understanding of the IF statement if you add the "Conditional Test" to the statement, in this case "not equal to".  Here is a link to the Fusion Parameters Reference Webpage.
