Interface elements pop up in front of other apps

 I’ve read people complaining that Fusion360 has a habit of popping it’s windows in front of other apps while it loads, but I’ve started seeing something odder: the browser elements just up and muscle their way in front of Safari (MacOS 11.2.3), like in this photo:

 What… the… hell? Ill behaved much?
