INSTALL ERROR: utf-8' codec can't decode byte

My F360 said I couldn't update for some reason and every time I closed the app I would get a Python error. I decided to try and reinstall the app but now cant without getting this error 

utf-8' codec can't decode byte 0xc1 in position 15 error: invalid start byte.

Would be very grateful for any help
