insert fastener icon doesn't appear in 2.0.16985 x86_64

Insert Fastener command was released in version 2.0.17710. You will need to update your Fusion 360 Version. Another requirement to use the Insert Fastener command is you must be using a Team Hub for your file storage. It will not function with Single User Storage.

As you can see by the version I posted, your version is not up to date. You may want to use the Fusion 360 Service Utility to Repair you version.
