Inability to Make a New custom Material

I am trying to customize a new material specifically a liquid for a Parabolic Trough Reciever thermal study. during the process of customizing, the process refused to change the Coefficient of Thermal Expansion for a lower value than 10E4. Can you please explain why that happens? and let me know what way to use to customize this liquid in case there is a different one?
