Import CSV 10 times too big. Bug?

I notice that when I import a CSV of a sample 200 x 400mm rectangle, it comes in at 2000 x 4000mm, i.e. 10 times the size. I don't know whether this also affects those using inches but in metric, yes it's a problem for me. I notice that several other people have commented on this in YouTube videos so I thought I'd post the problem/bug here. I've checked my CSV file and it's definitely 200 x 400mm. Yes, I could fix this by manual editing or a formula in Excel  but can't see why it shouldn't be right in the first place.
