I got a license, but I still don't have access

I was using a free subscription of fusion, it have expired. I applied for another free subscription and received it.

But I was not given access

I tried the sign out, sign in. Restarted and all. Now the orange tab saying Expire: Subscribe Now. 

I can open my files but not save them.

You can try to delete the LoginState.xml file according to this webpage and then when restarting Fusion 360 make sure you log in using the Autodesk ID you requested your Personal License with.  If that does not work, then I would do a Clean Uninstall and reinstall following this webpage.
