How to insert dxf files in Fusion 360 personnal edition?
In the Design Workspace, select from the Insert menu, Insert DXF. It is the same command in all license types.

@c.fletcherSZAMU You might want to follow this thread if you're still having problems and add your name to the thread. There have been several people with problems over the last few weeks, some found updating their graphics drivers fixed the problem.
