How to force a parallel contraint between 2 components?
In Fusion, you would achieve this with a Motion Link between the joints, synchronizing the values there, rather than thinking about this as a geometry constraint.

This set up, keeps all parallel to each other, but they are forced high / low when expanding.
Revolve on all end points, ground one component, and click drag to confirm.
