How to arrange components making sure it is horizontal to the stock.

I am designing fins, basically a foil, sometimes both curved sides sometimes one flat side, they also have a base set at different angles depending on which model im using. I need to arrange in the manufacture panel so that the foil is horizontal and within the stock. At the moment i have been arranging and it is giving me some problems.

1. When i try to arrange into a sketch or onto a plane, the just over lay each other and dont stay separated.

2. They are not using the correct face as orientation to bottom of the stock.

Here is one fin as close to how id like it to arrange into a stock.

I select these objects

I select the sketch, as you can see they overlap, and they are along the edge of the sketch.

And as you can see it has flipped one and used the wrong flat face as the reference to the x axis plane

Surely there is some way to fix this?

Please attach your model.  If you do not know how to attach your Fusion 360 model follow these easy steps. Open the model in Fusion 360, select the File menu, then Export and save as a F3D or F3Z file to your hard drive. Then use the Attachments section of a forum post to attach it.

I can arrange the fins, on a sheet, so the top pieces of the fin are flat to the sheet but not the fin itself.  Fusion 360 does not pick it up as the major component.  So the answer is NO, I have not been able to arrange the fins so the fin lays flat to the layout sheet.

Can you help me understand why the components wont align correctly within the stock? Apart from the correct face being selected for.

If you had to produce these items, how would you get around this problem?
